For UK house price index and prices from 1995 to date see: https://landregistry.data.gov.uk/  which allows you to slice and dice by region, type of property, dates and much more. 

The RICS Library has the Valuation Office Agency reports from 1983 to around 2000 - sections can be scanned on demand (costs apply). See the entry linked to below for the VOA 1982 report. 

There are also copies of Estates Gazette which include sale and rental prices and these can be viewed in the library on Parliament Square at HQ by members, make sure to book a time so Knowledge Manager, Fiona, can get the relevant volumes out of the archive, only recent issues are on the main shelves knowledge@rics.org . The Knowledge Manager unfortunately does not have the time to search these volumes on someone else's behalf.
